Successful pipe re-lining at Iluka Road thanks to innovative use of barge

The barge could not get too close to the bedrock due to protected eel grass regions.

In a demonstration of adaptability and teamwork, our team has successfully completed the relining work at Iluka Rd, Mosman.

What began as a straightforward Inline Check Valve (ICV) installation at a discharge point for a stormwater abatement project in Lower Middle Harbour soon evolved into a challenge requiring some careful problem solving.

During the team’s Stage 1 investigations, it became clear that the Emergency Relief System (ERS) discharge pipeline was in dire need of attention.

Historical data showed that the refurbishment of this pipeline had been delayed for years. The reason behind the delays - extremely challenging terrain and restricted site access. The maintenance hole and ERS were located in a national park area and behind private properties located on very steep terrain on the back of the Mosman harbour.

"Upon realising the condition of the pipeline, it was evident that our team had a substantial challenge ahead. Despite the daunting terrain and location, I had every faith in our team's ability to adapt and execute," Civil Superintendent PJ Thomas said.

The team undertook a site visit with Interflow. While there was pedestrian access to the site, the team agreed it was unsafe to manually carry the required equipment in.

It was decided that the team would set up on the barge, and reline up the pipe from the ERS discharge point, back to the sewer maintenance hole located on Iluka Road.

Owing to restrictions with the barge's proximity to the bedrock, and to ensure the preservation of the protected eel grass, the team floated the relining across the water and up to the discharge point.

In light of the challenges, the decision was taken to include the relining of this pipeline in the TOC submission.

Environmental Advisor Nigel Drought was the team’s environmental representative on the project and pivotal in expediting the Reviews of Environmental Factors (REF) addendum.

"This project wasn't solely about relining, it was about devising solutions whilst honouring the environment and prioritising safety while ensuring we stuck to our timeline, "he said.

"Rather than sidestepping the issue, we faced it head-on, living our values of taking care of our people, environment and community."  

The joint efforts culminated as the relining was finished in a day, notably under budget.

Project Manager David Morgan reflected, "Completing this work within a day and under budget is testament to our team's commitment and expertise."
